Ohio House Passes HB249 to Stop Adult ‘Fetishes’ from Invading Women’s and Children’s Private Spaces
Tell Your Senator to Protect Children
COLUMBUS–Today, the Ohio House of Representatives took a historic stand for the safety and privacy of women and children by passing The Indecent Exposure Modernization Act (HB249) with a 63–30 vote. The decisive floor victory followed a favorable report from the Ohio House Judiciary Committee earlier this morning.
This common-sense legislation modernizes Ohio’s outdated indecent exposure laws, providing a clear, biological definition of "private areas" to ensure that restrooms, locker rooms, and changing areas remain safe spaces for families.
For too long, vague legal definitions have allowed radical activists to prioritize ideology over the basic right to privacy. This "loophole" was shockingly exposed in Xenia, Ohio, where a man was found not guilty of public indecency after staring at young girls while naked in a local YMCA locker room. Under current law, because there is no clear definition of "exposure," no charges could be sustained. HB249 ensures that such gross injustices never happen in Ohio again.

David Mahan, Policy Executive Director for Center for Christian Virtue (CCV), issued the following statement:
"This is a great day for Ohio families! This vote once again proves our commitment to prioritizing the safety and privacy of women and children over the feelings and fetishes of adults. Congratulations to Representatives Angie King and Josh Williams for tirelessly and successfully driving this critical pro-family bill through the House. On to the Ohio Senate!"
With today’s passage, the Ohio House has sent a clear message: the safety of our most vulnerable citizens is not negotiable. HB249 now moves to the Ohio Senate. Center for Christian Virtue calls on the Senate to act swiftly to ensure these protections are codified into law and sent to the Governor’s desk.
The Truth vs. The Spin
As HB249 gains momentum, radical activists and certain media outlets are spreading misinformation to protect the status quo. Here is the truth about what this bill actually does:
❌ THE FICTION |
✅ THE FACT |
|---|---|
| "This bill targets cheerleaders and sports bras." | SCARE TACTIC. Unless a cheerleader is performing a sexually explicit "adult cabaret" show, this law doesn't apply. We are protecting children, not policing athletic wear. |
| "Existing laws already protect children." | FALSE. The Xenia YMCA case proved current laws are too vague. Predators are using legal loopholes to avoid charges; HB249 provides the clear definitions needed for prosecution. |
| "This is an attack on 'existence' in public." | ABSURD. HB249 is anchored in biological sex, not subjective identity. This bill bans obscene behavior. If your "expression" requires exposing yourself to minors, it’s a crime, not a civil right. |
| "The bill is too vague and will 'chill' the arts." | NARROWLY TAILORED. The bill uses established legal standards for obscenity. It only impacts sexually explicit adult shows in public—it doesn't touch legitimate theater or music. |

🚨 The Ohio House passed my bill, the Indecent Exposure Modernization Act— which updates our state's obscenity laws to criminalize obscene sexual performances in front of minors and closes loopholes that allow men to expose themselves to young girls in their private spaces.… pic.twitter.com/cCLDr2zB8m

It was discombobulating to listen to Democrats argue that if we ban performing acts of indecency in front of minors people will leave Ohio! My response: California is that way! 👉🧭 #HB249 #IndecencyModernizationAct pic.twitter.com/ZxTdUv8PRi
